ONHP shared experience on maritime spatial planning system development

A "round table" discussion dedicated to the topic: "Towards integrated maritime uses management: legislative drafting activities and practical initiatives" was conducted in the scope of XIV All-Russian Forum "Strategic Planning in Russian Regions and Cities", which was held in St. Petersburg on October 19-20, 2015. This event was arranged by Research Engineering Center (REC) for area development and maritime spatial planning of PAO "OMSKNEFTEKHIMPROEKT" (ONHP) with the support of the Ministry of Economic Development, NIIP Gradostroitelstva JSC. The event was held by Mr. Pavel P. Spirin, ONHP R&D Director, Head of Research Engineering Center (REC) for area development and maritime spatial planning and Mr. Sergey D. Mityagin, honored architect of the Russian Federation, ONHP project Chief Architect.

 "Strategic Planning in Russian Regions and Cities" forum is held annually since 2002 and is considered to be the main platform for the discussion of methods and tools for strategic planning and constructive discussion on the most important and up-to-date issues on the implementation of strategic plans and integrated urban development projects and the regions of the Russian Federation.

 Recently, marine spatial planning for Russia has become a very relevant topic. It's no coincidence that it has become the subject of discussion at "round table", starring ONHP Research Engineering Center (REC) for area development and maritime spatial planning as one of the moderators. In the course of the event, participants of the "table" discussed the status, opportunities and prospects for the development of maritime spatial planning in Russia, architecture of marine spatial planning system as well as touched upon the concepts of the preparation of law draft "On maritime spatial planning in the Russian Federation."

 At present the area of ​​maritime space under the sovereignty or jurisdiction of the Russian Federation makes more than 7.5 million square meters. Maritime activity plays an important role in the economic development of the country which is increasing day by day. Implementation of this potential mainly depends on consolidation of maritime activity state management. Despite the objective demand Russian Federation has no experience in the development of marine spatial planning documents. Current legislative and normative legal base in relation to water facilities, land and seas do not provide interconnection and rational arrangement of maritime (sea) activities within the same watershed district. This is related to the risks of direct and indirect environmental and economic damage caused by the implementation of maritime activities.

 According to the results of the forum Pavel P. Spirin and Sergey D. Mityagin received gratitude for the arrangement of "round table", the ability to organize the debate, constructive and memorable exchange of opinions between all participants.
