History

1953

The Omsk “Giproneftezavod” design branch of the State Institute of Petroleum Refinery Plants (later - ONHP) was organized in 1953 pursuant to Enactment #1137 of the Council of Ministers of the USSR dated April 6, 1951, and of the Order of the Oil Minister of April 17, 1951, #625. Decisions about organization of the “Giproneftezavod” Institute branch in Omsk were taken into consideration from the start of construction of the Omsk petroleum refinery plant. It was necessary to quickly resolve many technical issues during construction of the Omsk petroleum refinery plant. By the end of 1953, the branch’s staff already had as many as 39 employees, who were mainly engaged in the construction and electro-technical groups.

1954

Plans for the Omsk petroleum refinery plant chemical feed plant were developed, along with plans for hydro-forming units. 1958

The Omsk branch assumed responsibility for the design of complexes and large industrial plants at the Omsk petroleum refinery plant, including such plants as: CRUDE VACUUM DISTILLATION UNIT-8, CRUDE DESALTER UNIT-7, CONTACT FILTRATION UNIT (42/3) and the DEPARAFFINATION UNIT. At the office of the Institute’s chief engineer, a technical group of three people – a technical department prototype – was organized. The group was engaged in filing specifications and technical documentation, project standards and drawings of technological units.

1959

The head research institute “Giproneftezavod”, located in Moscow, transferred to the Omsk branch the role of general designer of the Omsk petroleum refinery plant, the Northwest industrial unit and Oil Town for the industry’s workers. In doing so, it was given an evaluation of the work of the branch’s staff on design of such factory projects as the chemical feed plant, and such plants as: CRUDE VACUUM DISTILLATION UNIT-8, CRUDE DESALTER UNIT-7, CONTACT FILTRATION UNIT (42/3) and the DEPARAFFINATION UNIT. According to the Institute’s project list, in this year 13 industrial facilities, 82 multistoried houses and 32 social and cultural facilities were already under construction.

1962

The Omsk branch of the “Giproneftezavod” Institute carried out the revision of the design project for the Omsk petroleum refinery plant, incorporating modern technological units in its structure. The project provided improvement of the enterprise’s technical and economic indicators and improvement of the quality of manufactured products.

1965

Over 76% in the annual planning of Omsk “Giproneftezavod” branch involved works for the Omsk petroleum refinery plant. The technical group reporting to the chief engineer of the Institute has been transformed into a technical department.

1966

In order to increase capacity of the Omsk petroleum refinery plant, the design plans for the plant was revised by the Omsk branch of “Giproneftezavod” Institute, on the instructions of the Minneftekhimprom.of the USSR. This work was then approved by the Ministry with good evaluations. By the order of the Ministry of Oil Processing and Petrochemical Industry of the USSR dated November 9, 1966, A.Yu.Medvedovsky (previously deputy chief engineer of the Omsk petroleum refinery plant) was appointed director of the Omsk branch of the “Giproneftezavod” Institute.

1967

The architectural and planning workshop was created, in response for the need to increase volumes of design of houses and social projects – primarily for Oil Town industry workers. M.A.Miskevich was appointed head of this architectural and planning workshop. In 1968-1969, the architectural and planning workshop issued working drawings for construction of more than 100 thousand sq. m. of housing, four schools, seven preschool institutions, and Oil Institute buildings.

1968

The Omsk branch of “Giproneftezavod” Institute was renamed by the order #302 of Minneftekhimprom of the USSR into the Omsk branch of the All-Union Research and Design Institute of Oil Processing and the Petrochemical Industry (VNIPIneft). In the summer of 1968, the foundation was laid for a new building for the Institute at Mir Avenue, 19-a.

1969

General design of the oil refinery in Komsomolsk-on-Amur was transferred to the Institute. Approaching its 60th anniversary, the branch has developed the project of planning Oil Town for industry workers around the former VSO-2 and VSO-3 – with demolition of barracks and construction of well-planned housing. Living space constructed on projects of the Institute's branch totaled up to 2,000 sq. m. per year.

1970

Early 1970-s. The thermal-technical department of the Institute was created, consisting of the ventilation group and the heat supply group. The first drawing combines arrived for use by the Institute’s designers. Before that, only elementary drawing accessories – boards, T-squares, triangles, rulers, curves and so forth – were used. The branch, through the Omsk petroleum refinery plant, got the first “Mir-1” computer.

1972

In the Omsk branch of VNIPIneft, there is group created to design laboratories for oil refining enterprises. The first laboratory projects were developed for the Kirishi, Achinsk, Komsomolsk-on-Amur petroleum refining plants. Then work for Chile, Iraq, Cuba, Yugoslavia began. In total, the group has developed more than 60 laboratory projects. The Complex architectural and construction department was organized. Its tasks include not only development of the architectural and construction phases for housing and social projects, but also other sections - plumbing and sanitation, heating and ventilation, and power supply. Gradually, the CACD began to carry out orders not only for Omsk, but also for non-resident plants: laboratory buildings in Moscow, Gorky, Ufa, Yaroslavl, and also in Mazheykyae and Chardzhou. The Omsk branch of VNIPIneft has been assigned general design of the Khabarovsk oil refinery project. It also began design of separate projects for the Achinsk refinery.

1975

It also began design of separate projects for the Achinsk refinery. As a subcontractor, the Institute executed project documentation for the fuel oil vacuum distillation plant with a bitumen production unit; the helicoidal turbulizer bitumen plant with productivity of 1,120,000 tons per year; fuel oil vacuum distillation plants producing raw material for production of low-sulfur coke and low-sulfur fuel (productivity — 2,000,000 tons per year). In addition, the engineering research department has finished complex research on the route of Angarsk – Usolye – Siberian – Zima, ethylene pipeline with total length of 268 km. The route passed through the Oka, Agidel and Kita rivers. Due to significant increases in the volume of design works in the branch, a special production and dispatching service was created, reporting to the chief engineer.

1979

According to the branch project list (prepared by chief project engineer N.Z.Kogan), a bitumen plant in the Industrial Union “Omsknefteorgsintez” (today – OJSC Sibneft-Omsk Refinery) was reconstructed. Its productivity has doubled, with no increase in the number of workers. Also, a nine-story residential building for the Institute was handed over on April 22. The Moscow “Chemistry” publishing house published the book of the VNIIPIneft Omsk branch staff: entitled named “Production of oil bitumens”, its authors are Yu.V.Rychkova, Yu.A.Plyaskina and V.H.Akayev. The book was intended as a manual for bitumen production operators, students in technical training colleges and petroleum technical schools, post-graduate students and expert engineers in oil refining enterprises.

1980

The institute operated out of its own building at Mir Avenue, 19а. After transfer of the Institute to a new production building, ES-1035 electronic computers were mastered. By the end of 1980, the Institute’s technical library totaled 45,000 volumes. The staff of the branch decided in 1981, to raise labor productivity, improve quality and reduce product cost by applying in its projects the latest developments in science and technique, for a net economic effect of not less than 1,000,000 rubles. This goal was met.

1982

The Institute developed the first draft of maximum permissible emissions standards for the Omsk petroleum refining plant. In the following years, pursuant to the task assigned by Minneftekhimprom, projects of maximum permissible emissions standards were developed for all general design plants: Komsomolsk, Khabarovsk, Achinsk and Pavlodar. From the group of laboratories, a group of ecologists was appointed, headed by the chief specialist I.I.Snytina.

1983

The institute assumed responsibility for general design of the Achinsk petroleum refining plant project. The same year, the Model Design Department was organized, headed by A.P.Fayn.

1984

At the Omsk petroleum refining plant, the aromatic hydrocarbons production complex, built as a joint project of institute with the French company “Technip” was placed into operation. It was the first experience of cooperative work with foreign colleagues.

1985

The first stage of the Institute’s automated design system (CAD) was begun.

1986

The institute became general designer of all oil refineries in the country located to the east of the Ural (except for the Angarsk Petrochemical complex). The Pavlodar petroleum refining plant was accepted for design. The Institute has finished developing working documentation on expansion of the Achinsk petroleum refining plant. Oil coke production complex #1 included: a fuel oil vacuum distillation plant with capacity of 2,000 tons per year; slow-coking plant #1 with the capacity of 600,000 tons per year; coke heat treatment plant #1 with the capacity of 140,000 tons per year. Expansion of the Achinsk petroleum refining plant infrastructure was designed ensure operation at these capacities.

1987

At the Omsk petroleum refining plant, the raw materials commodity source complex, constructed as an Institute project, was placed in operation.

1989

The project was finished and working documentation on the Achinsk petroleum refining plant reconstruction (a complex of oil coke production #2) was prepared. It provided 66% oil refining increase. The structure of this complex included the CRUDE DESALTER UNIT-CRUDE VACUUM DISTILLATION UNIT-4 installation, showing remarkably low consumption of energy resources. At the Omsk petroleum refining plant, modernization of the catalytic cracking plant, executed according to the Institute's plans, was completed.

1990

Another update of the Omsk petroleum refining plant project was executed. It provided construction of two complexes – sulfuric acid alkylation and LK-8U.

1991

The project for the petroleum products transshipment base and bunker fuel preparation complex at the Vanino “Transbunker” COJSC was executed. The project of reconstruction of the deep-water mooring with construction of a technological platform was also executed. At the Omsk petroleum refining plant, the complex of coke heat treatment, constructed according to the Institute’s plans, was placed in operation. The Institute’s construction department together with the Yugoslavian company executed the project of brick-works according to the Yugoslavian technology. The same year, the project of a ready-mix station working on Finnish technology was completed. It allowed the Omsk petroleum refining plant to solve the problem of building materials shortage.

1992

For Vanino “Transbunker” COJSC, projects were executed for open and closed platforms of light oil products discharge and a project platform for dark oil products discharge, equipped with heating fuel oil modules in railway tanks. A color booklet devoted to the Institute was published in the “Omich” Publishing and Printing Complex. Among other materials, it contained the scheme “Structure of production departments in the Institute.” According to it, 26% of all works of the institute were about the main technology, 23% – about industrial and civil construction, 10% – about heat supply, ventilation and power supply, 9% – about control and automatic equipment, 8% – about water supply and sewerage, 7% – about engineering researches and general planning, 7% – about other works.

1993

The department of engineering research took part in establishing in the Omsk petroleum refining plant a regime wells network for supervision over condition of underground waters. At the Omsk petroleum refining plant, a sulfur and hydrogen production plant complex, constructed according to plans by ONHP, was placed in operation. Due to the events in Chechnya, the activity of the “Grozgiproneftekhim” design Institute was halted, and all issues connected with development of the KT-1 project on the Omsk petroleum refining plant were passed to ONHP.

1994

According to the order of Administration of the Omsk region #332-RK dated May 11, 1994, and the order of the State Property Agency of Russia #350-R dated February 24, 1993, and #586-R dated April 5, 1993 – the “Omskneftekhimproject” Institute was transformed into an open joint-stock company, “Omskneftekhimproject” (OOJSC ONHP). In 1994, at the OJSC Sibneft-Omsk Refinery, the deep oil refining complex, part of which is the KT-1/1 plant with the capacity of 4,200 ,000 tons per year, constructed according to the Institute's plans, was placed in operation. With input of this plant, the petroleum refining plant started to develop 320,000 tons of butane-butylene fraction per year. 1997

On the basis of the Omsk City Chamber resolution #2017 dated July 14, 1997, the “Omskneftekhimproject” OOJSC was renamed into the “Omskneftekhimproject” OOJSC.

1998

At the Khabarovsk petroleum refining plant, the absorbing gas fractionating unit (AGFU) was constructed according to the Institute’s plans and was placed in operation. It is intended for fractionating of saturated hydrocarbons, arriving from the CRUDE VACUUM DISTILLATION UNIT, AT and reforming – for the propane fraction for household consumption, butane fraction and stable gasoline (constructed according to the Institute's project). The purpose of the construction was to release and improve the quality of liquefied gases.

1999

The Ministry of Fuel and Energy of Russia designated the Institute as a basic territorial organization (for Eastern, Northeastern and Ural regions) ensuring scientific and technical methodical support of power inspections of oil refining enterprises, implementation of energy saving technologies and actions (order #324).

2000

Following the results of this year, the State Committee for Construction of Russia evaluated the work of ONHP and defined it as one of the best among the first one hundred design organizations, expressing gratitude for high indicators of production and financial activity, improvement of quality and competitiveness of design production. The volume of executed design and research work in the Institute reached 21,000,000 rubles with a total of250 employees. The Institute carried out all kinds of projects when developing town-planning documentation and doing design work for buildings and other construction at the first and second level of responsibility, performance of engineering research for construction, including those in territories with especially difficult geological and climatic conditions.

2001

January
Implementation of the feasibility report (project) of the first stage of the Irelyakhsky petroleum refining plant was finished. Its structure included: atmospheric and vacuum petroleum distillation plant with the capacity of 250 000 tons per year; hydrocracking plant with the diesel fuel hydro-deparaffination unit; gas-gasoline reforming; hydrogen production; tar viscosity breaking; amines purification of gases and sulfur production; production of bitumen and sulfur-bitumen composite. In addition, economical manufactured goods have been designed. Extent of oil refining at Irelyakhsky petroleum refining plant was planned to be one of the highest in Russia – 78.8%. In November, 2002, at the Institute, a seminar on “Design of Reservoir Parks” took place. Third-party organizations also participated, such as: Omsk Refinery, “Transsibneft”, “Transnefteproduct”, Head Department of Civil Defense and Emergency, Committee of Natural resources, Gosgortekhnadzor, State Fire Safety Service etc. Following the seminar, the reports read at it were published. The all-institute structured cable computer network which allows all designers to work in a common information space was put into operation. In 2002, 26 new employees joined the Institute’s staff. ONHP started implementation of its own training program, beginning to prepare experts from school level at sponsored schools. Pupils from technical classes were given the opportunity to study in the technical library at the Institute, to receive consultations from experts, to use office equipment at work for course purposes and to gain work experience at the Institute.

August
The meeting of ONHP shareholders elected Igor Mikhaylovich Zuga as the Director General.

At the Omsk petroleum refining plant, the unleaded gasoline production complex and sulfuric acid alkylation plant were placed in operation. The project was carried out by the Institute together with the “Teknip” company (France). By autumn of 2001, 51% of the ONHP shares were in state possession, 18.3% – in the possession of the “Sibpromservice” business concern, while all the others were distributed between individuals. During 2001, in the Institute, 18 young specialists – graduates of Omsk higher education institutions – were hired.

2002

Implementation of the feasibility report (project) of the first stage of the Irelyakhsky petroleum refining plant was finished. Besides, general plant facilities were projected.

2003

ONHP has celebrated its semi-centennial anniversary. On the eve of the 50th anniversary of the Institute, the engineering TDS-600 complex of the Dutch production has begun operation. In the assembly hall of the Institute, the branch seminar “Problems of safety, ecology and automation of commodity and transport operations and storage of oil and oil products” was held. Specialists from 30 organizations took part in its work. The seminar was organized by the Association of Petroleum Workers and Petrochemists of Russia. A book was published based on the seminar. In addition, in 2003 the Territorial government statistics agency published a book on the Omsk region. ONHP achieved first place in the rating of the most effective enterprises of the region.

2004

The Institute has passed the certification audit on compliance with requirements of the International ISO 9001:2000 standard and was registered in the international certification body of SGS International Certification Services S.A. (Switzerland). “Omskneftekhimproject” took first place in the rating of design and prospecting organizations of the Ministry of Industry and Energy of the Russian Federation and was awarded by the Diploma for achievement of high efficiency and competitiveness in design activity.

2005

June
ONHP won the tender for development of working project “Reshaping of the AT-2 plant of OJSC Lukoil-Ukhtaneftepererabotka for the viscosity breaking mode”, with a capacity of 800,000 tons per year, the construction of which was planned for 2006-2007. OJSC Lukoil-Ukhtaneftepererabotka plans to produce in this plant cleared hydrocarbon gas, stable gasoline, light gasoil and visbreaker tar, which is a component of boiler fuel.

September
In OJSC Sibneft, the upgraded catalytic reforming unit L-35-11/1000 was started in operation. This plant is capable of processing over 1,000,000 tons of raw materials per year. New capacities will allow the enterprise to considerably increase release of platformate – the main component in production of high-octane gasoline. Experts of ONHP participated in the design of this plant.

2006

By the beginning of 2006, the Institute’s computer inventory totaled 200 units. Among the staff of institute, there were 7 graduate students and 2 Technical Sciences Candidates. In total, there were 302 persons on staff. ONHP has developed for OJSC Neftekhimservice (Novokuznetsk, the Kemerovo region) an investment justification for the Yaysk Oil Refinery. The final version of construction assumes that the enterprise will process 1,000,000 tons of oil per year.

September
Development of an approved part and working documentation of the isomerization unit of the catalytic reforming plant of OJSC Lukoil-Ukhtaneftepererabotka began.

2007

Cooperation with Rosneft also began on implementation of the construction project of the largest petrochemical complex in the Far East with the capacity of primary oil refining of 20,000,000 tons per year.

February
The process of signing the Agreement between the Government of the Omsk region and four leading scientific design institutes of Omsk that belong to the "Russian Institute of Oil and Gas."

March
ONHP began development of the construction project for the benzene production complex at Atyrausky oil refinery (Republic of Kazakhstan).

June
The institute won the tender competition on development of the project of a hydrocracking complex for OJSC RN-Komsomolsky-NPZ (Rosneft).

July
Commissioning took place of the visbreaking plant for OJSC Lukoil-Ukhtaneftepererabotka, constructed according to the Institute's plans.

2008

ONHP is now 55 years old!

2009

The Agreement for Strategic cooperation was signed by companies ONHP and the largest engineering Chinese company Sinopec Engineering.

September
Operation began of the isomerization unit at the production site of LUKOIL. The plans and working documentation of the isomerization unit were developed by ONHP

2010

February
The ONHP branch in the Republic of Serbia – “ONHP – BALKANS” was opened. The Institute became the general designer of two oil refineries of the Serbian company NIS in the cities of Panchevos and Novi Sad.

March
Construction of the diesel fuel and gasoline catalytic cracking hydro-treatment complex was begun. The project of hydro-treating of diesel fuels hydro-treatment plant project to achieve economic savings was executed by specialists of the ONHP. It assumes construction of technological capacities in the Omsk Refinery for production of oil products corresponding to parameters of classes “4” and “5”. Their productivity will make 1,200,000 and 3,000,000 tons, respectively. After introduction of new operating capacities, the Omsk petroleum refining plant has become one of leading oil refining productions on technological level.

June
The Agreement is signed with the KBR Company (Houston, the USA) about strategic cooperation for implementation of joint projects in the territory of Russia, CIS countries, and also for further expansion of the activity in the territory of other countries of the world.

October
At the Omsk petroleum refining plant, start-up of the largest unit for isomerization of easy fractions “Izomalk-2” was built in a record-breaking short time – only 20 months. The complex of this type is recognized as the largest in Russia and is one of the three most powerful units in the world. Its productivity is 800,000 tons of the isomerized product per year. The ONHP took direct part in the “birth” of this complex, having executed working and project documentation for its objects. Also, with active participation of ONHP, the positive decision of Glavgosekspertiza of Russia (the Office of State Examination) for the “Izomalk-2” project was received.

In ONHP, the first scientific and technical conference of the young specialists, its initiator being the Council of young specialists of the Institute, took place. Seventeen speakers from 12 structural divisions took part in this conference. In addition to young specialists and their instructors, at the conference there were guests of honor, heads of structural divisions, employees and veterans of the Institute. The Editorial council of the conference was headed by the veteran of ONHP, the owner of the ONHP gold sign Krasnykh V.V.

In 2010, works on adaptation of internal documents not only for ISO 9001 standards, but also for standards of the American institute of API oil which consider features of the branch in which the Institute carries out its main activity, are begun.

2011

The branch of ONHP in Moscow – “ONHP – MOSCOW” has opened.

2012

The project of the petrochemical complex construction is carried out by an affiliated company of Rosneft, Eastern Petrochemical Company. The project is developed by ONHP. This advanced complex refining capacity — 10 million tons per year. In the design of this grand building ONHP collaborates with major Russian and foreign companies. Advanced Oil Processing Centre designed by ONHP opened at Atyrau Oil Refinery Plant. Planning and surveying was executed by ONHP (Russia). Moreover, in the course of the works execution a specialized company (Rominserv-Kazakhstan with the participation of the English Company “КВС”) carried out a comparative analysis of the construction variants of the advanced oil processing complex. Its results confirmed that the choice of the complex technological processes was right. First of all, Project “Construction of the Advanced Oil Processing Centre at Atyrau Oil Refinery Plant” is aimed at the improvement of the ecological quality of the fuel products produced by the plant, the rational use of valuable oilstock and the improvement of the plant's ecological safety. The calculated level of the environmental impact will not exceed the norm and the technical and engineering solutions of the project and the scheme of facilities placement meet the ecological requirements of the Republic of Kazakhstan. ONHP took part in the Business Summit of the Asia-Pacific Economic Cooperation held on September 7-8, 2012 on Russky Island in Vladivostok. More than 700 representatives of the leading business organizations of the Pacific region, presidents and top political figures took part in the summit.

On October 24, at the Gazprom Neft-Omsk Refinery, the diesel fuels hydrotreating plant with the capacity of 3 million tons was commissioned for operation.

2013

ONHP - 60 years!

2014

Gas Fractionation Unit to process natural gas liquids is started up at Tobolsk Neftekhim Ltd. Project Design and Detailed Design Documentation for this unit was developed by Omskneftekhimproekt JSC (ONHP). After the new unit startup Tobolsk Neftekhim Ltd doubled capacities of natural gas liquids processing up to 6.6 MTA and this fact allowed SIBUR Holding JSC to develop one of the world's largest capacities of gas fractionation at Tobolsk site.
